There was an excellent tire tape - Advance "Tub Tape" - made in England and now discontinued, I believe because it fell foul of some hardous substance regulations in its manufacture. Its adhesion was good enough for track racing and it was easy to apply -- stick it to a clean rim; centre the tub over it (the tape had a non-stick paper backing so that the tire could be put on and manouvered); then lift the tire slightly, a bit at a time, peeling the paper strip off , so that the tire ended up stuck to the rim.
The Jantex tape, by Velox, is nowhere near as good -- sticks to the tire reasonably well but not to the rim. I had a tire roll with this stuff.
Personally I prefer tape and wish something as good as Tub Tape were back on the market.
