Need some advice on a recently acquired 1971 Raleigh International that at some point in its life was poorly maintained. The insides of the tubes look good for the most part, but the bottom bracket shell had a piece of pinkish rubbery plastic inside it (marked "Campagnolo") that was probably intended to keep water out of the tubes but mainly managed very effeciently to trap water against the inside of the shell. There's a surface coating of rust inside the shell that appears evenly distributed, but ain't goin' away. Anything I can do about this - is it worth treating the inside of the BB shell with anything at this point, or is the horse already out of the barn and two meadows away? Any and all assistance greatly appreciated.
