Hugh: I meant flex during riding. That is, I assume the seat and chain stays offer some flex.

Much discussion abounds in which the merits of longer, shorter or specific lengths are cited.

So, I innocently inquired of the standard of measurement for stay lenght. Though it seems, in spite of all the discussion, there is not an agreed standard. And this is good to know.

Do you mean flex during the process of building???

I suggest you measure center of bb to center of dropout (sitting at a specified height above the bb).

Forget the theoretical nicety of the drawing being accurate or the centerlines intersecting nicely, it is a waste of time. Figure out what chainstay length you need and trial fit until correct.
