Haven't heard of the bike but the château at Chambord - near Blois in the Loire valley - is really beautiful and the cycling in that area is wonderful. Anyway, judging from the photograph, my suspicion (about the bike) is that the frame was built by one of the good contract builders in St. Etienne. I would not be surprised if there were LeJeune frames, for example, that look identical to this one - or at least nearly so.
