Assuming you have ID'd the model correctly it is early 1970's.

When trying to ID or date a frame go for the serial number first, that is far more important than all the kit data. Kit can be anything, stuff gets changed, an accurate serial number, that is where to start. On a Record it is under the BB. If illegible under the BB you can always get it from the fork steerer tube. (this also confirms the forks are the originals).
