Subject: [CR]531 decal preservation

Need help with an old Reynolds decal. Did an archive search, but didn't come up with anything definitive. I picked up an (almost) all-orginal Raleigh Super Course with Capella lugs at a yard sale yesterday for $30. Frame and paint appear to be in very good condition, with all decals intact. The 531 decal at the top of the seat tube has, however, suffered some typical flaking - it's about 75-80 percent intact. I'd like to preserve it in the best manner possible, so I need some advice for how to clearcoat or otherwise rescue it, given its delicate condition. I wouldn't mind a few suggestions for (inexpensively) updating the Simplex/Stronglight drivetrain to turn the bike into a fun, reliable commuter, either.
