The screws/nuts that secure the Honjo mudguard stays to the DO eyelets are called Daruma nuts or Daruma screws - no idea where that name comes from. The standard Daruma nuts are intended for non-threaded Simplex-type DO's. The thread OD is marginally smaller than the eyelet ID, so the Daruma screw slides through the DO, and a nut inside the DO tightens the Daruma around the stay which slides into a hole on the Daruma outside the DO.

On Campy-type threaded DO's the standard Daruma screw threads perfectly into the DO. Trouble is, this means a nut inside the DO will (unnecessarily) tighten the Daruma in the DO, but does absolutely nothing to secure the stay in the Daruma. I received an Assenmacher touring bike from a list member with this setup. It appeared someone had applied glue to the stay to keep it from slipping in the Daruma.

The answer is the "special" Daruma nut. This threads into Campy DO's, but has an allen set screw to secure the stay in the Daruma nut. I bought a set and changed out the ones on the Assenmacher. This works great. You can buy Honjo mudguards and hardware from Jitensha Studio in SF:

The owner of this shop seems to be Japanese-American. He also seems to have extremely good connections with frame/component manufacturers in Japan. He offers a nice line of framesets very similar to the Rivendell Japanese-built models, so much so one suspects that they are built in the same shop in Japan.
