No.

Modern bike technology makes for faster bicycles. Modern training (and medical, unfortunately) technology makes for faster riders. No bicycle ever made a rider faster, except as a training tool. All high-quality racing bikes are effective training tools, assuming they fit properly and are in basically good shape.

The advent of multiple gear selection is about the only thing I can think of that would help a rider train. However, I bet that if we could magically transport Fausto Coppi from the one-speed era to the modern day, put him on a modern racing bike, he'd probably still prove to be a top rider, albeit without the aid of epo, hgh, etc.
