Scott I don't know the rationale or timeline, but this topic was discussed on CR a while back.

Looking at the chainline diagram in the Campagnolo #18 catalog, it seems that you would want to add a 3.5 mm spacer to RH side of a 110mm OLN hub if converting it for use in a 120mm frame. This will give the standard 24mm 'Sprocket width B'.

The Japanese frames with 112 & 122mm width are for use with chaintugs fitted between axle locknut & dropout.
