Lift up the edge of the foam and squirt a little water underneath using a syringe, turkey baster, whatever.work it around a little and the foam should loosen up so you can move it. When the water dries underneath the foam, it will be tight on the bar again.

You shouldn't need to completely remove the grips; just loosen them up so you can move the brake levers to where you want them.
