This is a subject of some debate. The two have the same nominal thread diameter and pitch, but the thread angle is slightly different. So an English HS works fine on an Italian steerer, but an Italian HS can be a bit tight on an English steerer. Some people say don't use the latter combination, some say it's no big deal. The fit may also depend on the manufacturing tolerances and whether its a steel or alloy HS. Personally, I find that the force required to thread a steel Campy NR HS onto an English steerer is a little more than I am comfortable applying, so I try to find an English HS in this situation.
