I know close to nothing about frame building and even closer to nothing regarding frame "finishing work" (i.e. filing.)

My question is this: Let's say one does put a slight gouge in a lug as the result of filing. Isn't there some kind of metal compound you framebuilders can use to fill the file mark? And then if it is overly filled, can it not be filled smooth again? It would be some sort of hot metallic substance--not a "bond-O" type of compound. Just curious.
