Ralph, You might lready suspect the same thing I do; i.e. that someone used a spacer from an older Cinelli branded headset. (Made by Magistroni?) Does it have the original fork? It looks as though a couple of extra spacers were needed to make up for a steerer tube that is a bit too long. Perhaps the bicycle originally had center pull brakes whose cable hanger previously took up the extra space? I've seen that quite a bit on older Italian bikes whose brakes were changed from Universal center pulls to Campagnolo side pulls.
