I do NOT know how Paypal works internationally, but from the US optic:

The person sending funds does so at no cost ('cept possibly a 'not so good' exchange rate)

The person receiving funds may or may not be charged fees.

At least here is the US it depends on your membership level.

If you are a verified member (as I am) you pay NO membership fee for joining Paypal and you receive cash payments at NO charge. You can NOT receive credit card payments.

If you are a premier member (and you pay a fee for the priviledge) you can receive credit card payments (for which you get hit (properly IMHO) for a fee. You will also get hit (IMproperly, IMHO) for a fee when receiving a cash payment!!!!!

Some folks solve this by maintainly two Paypal accounts - using one for receiving cash payments and the other for credit cards.
