The larger hole at the bottom probably takes a rod for leverage. It would need two pins though, to be the extract ring tool.

Looks like the pin tool used to tighten/loosen the crank bolt retaining ring on cranks which had the built-in crank puller. Mid-80s to mid-90s C-Record, etc...
