Having owned a number of GP's I have never seen one with that fork style, therefore I would bet it is a replacement. On the other hand, I have seen some strange divergences from the norm in regards to frame tube lengths and component mixes coming from Raleigh on production bikes, a wrong fork would not be too much of a stretch.
