I've considered the same thing, but a cotter pin wedges against the axle with a cottered crank and so does the allen bolt and two shaped cylinders used with the T.A. Criterium crank, so my conclusion would be that it's a cottered crank with a different interpretation of a cotter pin.

Anyone else want to wade in?
