lefol made some fender/carrier combos like those, but several other companies did as well... id almost put money that those are lefols, though.
according to the 1949 "bottin du cycle" (almanach of the entire french cycling industry) h. derche made frames, forks, and complete bikes (though not referred to as a "constructeur"), and was located in paris 18e at 8 rue labat.
