Jon, In the mid 70's there was a craze to turn old track bikes into time trial bikes. This was probably originally a track bike that someone added the braze-ons to. They are quite common. I had a curly Vade Mecum track iron that I had this done to. Ideal for testing but I never did more than a 50 on mine.
