I have some wonderjuice called "rubber buffer" or "Rub-R-Flux." It is used (instead of sanding) to clean inner tubes so patches will adhere very, very, well. I've found that it works rather nicely for cleaning brake hoods, too.

Bad news: It's not cheap, at about $8/quart at an auto parts store. But, a quart usually lasts me a decade or so, and it is really nice for patching tubes.

Worse news: The usual toxic soup of trichloroethylene, xylene, and ethyl benzene. "This product contains a chemical known to the State of California to cause cancer, birth defects or other reproductive harm" (At my age, two out of three are theoretical risks, which ain't bad).
