Hello Scott,
I'll give this a shot...
I have a early 50s German catalog that lists the Cinelli Mod B. The Simplex Juy 51 derailleur is also listed and they describe this derailleur as being "fashionable".
The early Cinelli Mod B that I'm having restored was purchased from the above catalog. The Cinelli had the larger headtube badge, the holes are spaced significantly farther apart than the badges that came later. I have the badge.
So.... me thinks that the large Cinelli badge was being used at least until the early 50s when the Simplex 51 was fashionable.
As the Buffalo Springfield would say... "For what its worth", I have a photocopy of an alledged 1948 Cinelli Super Corsa (with a Cambio Corsa like changer). This bike has a large badge. Its also set-up as a former Italian racer retirement bike with upright bars and has been repainted.
Perhaps Steven Maasland contact Andrea Cinelli on this one.

Or to help narrow it down, does anyone who has an older Cinelli w/ larger badge know its date?
The more common later/smaller head badges measure 50 mm. vertically and approximately 31 mm horizontally from screw holes center-center. I'm not sure about the larger size.
