Believe me these tubulars that Brian has are genuine 27 inch, not 700C or 28 inch, I know it seems crazy that 27 inch is bigger than 28 inch, but Sheldon explains it. I am Brian's riding buddy and I bought one of those tires off him and it is TOO BIG for my GP4 rims, you can push it off the rim with little effort even if it has 200 pounds in it, I used an entire tube of Conti glue to hold it on, and Brian will not ride with me if I use the wheel with this tire. People don't believe that there were 27 inch tubs, but I'm originally from the UK and up until 700C took over, 27 inch was the de-facto standard for both HP and tubs.

This seems to be a common misconception. Singles (or tubulars, or sew-ups) are often called 27 inch, even though the rim is actually the same diameter as a 700C HP (or clincher, or wire-on) tyre.

There is no 700c/27" difference with singles, they just are.

Sheldon Brown's tyre sizing page gives a great run-down on the various HP (clincher, wire-on) sizes, but no information at all on singles.
