I am no track bike or paramount expert, but the grouppo on that bike sure looks like something from the 1940's : hub oiler holes, skip tooth crank, ancient brooks seat, steel track bars, etc.
The lugs (which imho look like a clam opening its mouth) i've seen on the waterford paramount web site.
