That is truly an early pioneering effort from the looks of it. Same rear derailleur mount as my Follis, so I'm guessing 50s?? The alloy top head lug looks to be the pattern/design of that one Litespeed-made-Merlin model of today. And, when I look at my Hi-E frame, I have to think that Harlin Meyer borrowed ideas from this early French effort and then used some massively oversized Al tubes for his product.
