Beautiful classic blue Peugeot with gold-painted lugs :
My guess is that some idiot couldn't get the fixed cup off, and so they attempted to spot-weld a bar onto the cup and in the process the mistakenly welded the cup to the frame, momentarily.
Anyway, there aren't many 1961 peugeot frames floating around in such perfect condition, and this one is a real beauty. With some bondo and touchup paint it could be perfection personified. You also get an almost pristine sugino mighty crankset to sell in order to raise $$$ for the original french parts ...
