If one wanted to restore the original finish, one could try to remove the overspray (and decals, unfortunately) with rubbing compound... touch up where needed, put on repro decals, and age those a bit (Scotchbrite?) to blend them into the rest of the finish.

After some questions about the black fade, I checked under the rainbow stripes on the seat tube. The BLACK PAINT was definitely added later--but the green/yellow appear to be original. Beneath the top rainbow stripe decal, the remnants of the original rainbow stripes are still visible. The original bottom rainbow stripes are completely gone.
