Take a picture and post it somewhere, or send it to Norman Kilgariff. From the description, it is late 70's. The early seventies had full wraparound seat stays. By '82, they didn't wrap at all.

The markings and everything else sounds late 70's to me.

Sometimes even the original owner can't remember things.
