Thanks to all of you, who have responded, both on and off list.

I have cleaned all surfaces and relubricated the steel bolt with Campagnolo grease. {Greg...steel washer is present and accounted for} Hopefully the rain will stop soon and I can give it another try. If this does not work; others have suggested using a light abrasive to increase friction on the rails. One very funny off list comment suggested using a very light coating of emery powder and applying it like flour when battering fried chicken. {You gotta know grandma's secret regional Southern cooking instructions to appreciate that one.}
