This is a long shot, but according to the Canberra Bicycle Museum site there was a manufacturer named Premier Cycles in Lakemba, New South Wales owned by Ted Williamson.

An older track bike frame with "Premiere" on the downtube came up on eBay.au recently but did not sell (Item number: 7142059528).
