if the scammers are using a script to troll ebay (which is likely), it is most likely configured to grab auctions which have a final selling price greater than n, where n is set by the scammer.

then the scammer sets up a new ebay user and lists the item. i'm pretty sure that most of the folks running these scams know nothing about bikes, (and very little about computers either). it's not hard to find tools and instructions for running them out in the vast wilds of the internet.
