Not quite, as I understand it Miyata wanted to get deeper into the European market and thus Koga-Miyata was started. Miytata in Japan is the parent company but it's not really associated in the daily workings or design of the bikes built in The Netherlands. I don't know anything about the Koga part of the name and it doesn't mean anything in Dutch as far as I know.
