An original might be found in Japan, where those saddles might have been sold as boxed aftermarket accessories, with wrench. I never saw those saddles sold boxed here in USA.

I took a regular open wrench and used a grinder to thin the jaws for clearance with my Brooks and Wrights saddles. Easy fix and works fine. I recall having to also file the jaws open to an in-between metric size. I thought that must be Whitworth since it didn't match any common SAE or Metric wrenches. I used a cheap Indian-made wrench and it was quite easy to file and grind. Still plenty strong for this job.
