Windsor made a line of SunTour-equped bikes with Japanese tubing. I think this is one of those. Not as collectible as a Windsor Pro. IIRC, they also for a while sold essentially the Pro, but with Janapnese equipment for a lower price. That one would probably have had a Sugino Mighty and a Cyclone or Superbe RD, though, so I think the one pictured is probably the less expensive Japanese-tubed frame. I'm assuming Windsor manufactured those frames in Mexico, but it's possible they imported the frames or even the complete bikes from Japan.

Looks like SunTour/Sugino. The FD is almost certainly a SunTour Compe-V, and the crank looks like Sugino Mity Tour. Thr RD looks to be a modern replacement, perhaps Shimano.
