I for one did not intend to crucify him. Just want the facts. I do think it's pertinent to mention that the seat tube has been replaced. If he had done that up front, stating that it had been properly done by Serotta, he would have avoided any suspicion. Omitting big stuff will always cast a shadow over everything else. Someone who observes the discrepancy should not be seen as being at fault, but the seller is by not being forthright in supplying the details.
