Oh yes, I thought the indexed dropout feature was common knowledge, found on many American custom's back then. The "Criterium Setting" and the "Stage Race Setting". The DO screw is really not needed - another benefit of this feature, weight savings.
Actually, I think that's just thick paint, the frame was repainted. Maybe The Hulk tightened the rear wheel.
