I'm sure the lugs are by Ekla - similar to those used in greater amounts before WWII. Similar to those on Scot's I have from the same period for example ; <http://www.flying-scot.co.uk/frame_dtl_pages/ lugs_ekla_0.html>

The headset - possibly by Brampton has the locknut the correct way up though I'm not familiar with the black washer below it. Bruce any comments ?
