To All:

I saw these phrases in a Canadian 'Plasco' bike parts catalog The company distributed LeJeune and Zeus bikes. Based on the Zeus stuff, I reckon the catalog was printed circa 1971.

For each of the above mentioned brands, the top-model bike with a lugged Reynolds frame is referred to as having a 'paris-wise' frame.

Dropped-style handlebars are referred to as 'gallows'. One bike was described as having adjustable gallows.

Who is privy to an understanding of the shades of nuance these terms were intended to convey?
