To which John replied:

You cut the end of the stay at an angle before brazing, and when you braze, let the brass fall down into the void, leaving the concavity you see. It's more common to fill the void completely and finish it that way, but it's not too difficult to leave a concavity instead.

It's pretty neat. The brass is drawn into place by capillary action and surface tension.

You'll see variations of this type of stay end construction most notably on Cuevas frames, Raleigh Team Pros from Ilkeston, LeJeunes, and various other French makes. Properly executed, it's way cool. Little post-brazing filing required (none in the "mouth" of the joint).
