Interesting indeed. MAY suggest early 753, but I have a friend who once owned a straight gauge 531 Raleigh that looked like a Team Pro (paint and decals) and it had a smaller than normal seat tube. Overall, the bike was obviuosly of lower quality than the 753 bikes of it's day, so absent the paint etc., it would be hard to mistake for a real Team Pro.

I measured the OD of seat tubes of 10 or so different 531 american and english bikes from the 60's to 80's and found OD very nearly identical. For comparison, all my 531 french bikes were slightly smaller OD. Then I measured the mystery and found slightly smaller OD just like french. Interesting!
