This is an easy one. A 60's Legnano, at least a high end one, would have the distinctive Legnano seatpost binder bolt IN FRONT of the seat lug. This bike has a conventional seatbolt. It is more likely 80's than 60's, probably Bianchi era, or may not be a Legnano at all, perhaps God know what with Legnano decals slapped on it. You're right, some of the components are definitely older than the frame.
