He used the skewers (glorified wing nuts) and was told by Harlan that Campagnolo dropouts needed to be notched with a file so the axle fit into the notch so that the wheel wouldn't pull forward. ++++++++++ we did this with one frame (Simplex drops) and it worked fine. Very inconspicuous, but be careful if you are already near the tops of slots in short reach brakes...
