Actually, that's false. The Tour de France is won by a cyclist, or by a team, not by a piece of machinery.

As to the French vs Italian issue, it depends on your priorities.

If you consider racing bikes to be the pinnacle of the cycling pyramid, Italian bikes would be on top for the on-topic period (of course, now the U.S. has taken the lead there.)

If, however, you consider touring bikes to be the pinnacle of the cycling pyramid, as I do, the French are clearly on top and the Italians aren't even in second place.

North America is now also the source of the finest touring bikes as well.
