Don't know if this totally answers your question, but one framebuilder/restorer I deal with a lot recommends Minwax Clear Gloss Polyurethane spray, if you want to put just a local clearcoat over otherwise unprotected decals, such as when you've replaced decals without repainting or completely clearcoating the frame.
