Mick,
     Was this the case, even for builders who used rather plain looking lugs?
     Also, I wonder if people aren't extrapolating based on more modern situations. That is, today, it might be less expensive to build a frame with plain looking lugs because investment cast lugsets might not require as much cleanup as the older lugsets which needed a fair amount of filing just to appear mildly presentable.
