Before there was the Web, France had the Minitel. This is a comprehensive web-like system, though more text based than the Web. Some of the services are free, some are payable. However, one of the free services is a national telephone directory that works really well if you know the name and at least the department (something between a state and a county in U.S. equivalents...there are, I belive, 96 of them.)

I remember this well from when I lived in France in 1988-89, it was the hottest network going until the Internet came along...
