Walter,

I've done three frames with decals over the last couple of years: 2 Paramounts, 1 Frejus. And I'm about to do a '38 Schwinn Superior. I clearcoat over the decals. I use the DuPont Chromabase paint system; the decals stand up fine to the clearcoat. The decals will last for years under the protection of the clearcoat.
