Another interesting option is Avocet. No derailleurs or brakes available but everything else. Plus you can add tires, saddle and a cyclometer. My Jim Redcay touring bike is set up with an Avocet group. The sealed bearing headset is quite a piece of engineering (and not an amateur installation either). Most of this set, if not all was made by Ofmega.
