If the diameter of the tube and the radius of the bend are fairly normal, Some hydraulic shops can do the bending. I had the shop I used to work for bend the tube for the bars on my U.S. team pursuit bike- 1983, just barely on topic.

The tube is 1 inch, and it's about a 3inch radius. I also have a more correct set I'm working on in Aluminum. If the tube is metric, or 7/8, which can be done in a metric bendeer, check with Voss inc at 216-447-0898 to see if one of their distributors locally has a bender. For american sizes, a Parker hose shop may have the right bender. Expensive tools, but worth while if you make tube assemblies for a business. The Voss bender will do everything from 4 or 6 mm to 25 mm with a pretty tight radius.
