27" (630mm bead dia) alloy rims are generally available in singlewall through the LBS. It's not a haed find. Sun Rims still rolls that size and a bunch of Taiwan makers (Alex, femco, Jetset, etc) all make piles of them. It is harder to find a much stronger doublewall 27" rim though. Sun no longer offers their M13II rims in a 27" size. Taiwan makers will do it, but they have shcu huge minimums it is foolish to even think about it. Go to a swap meet- there are plenty of weinmann concave rims and wolber 27" ers floating around, as long as you need 36h rims.
