That is a strange gizmo on the front of the Legnano...my sometimes stiff lower back made me wonder if it was a home-made shift lever to activate the generator...to move it toward or away from the wheel while riding, without bending way down to hit the trigger or spring. I remember it was a long reach to those bottle generators, and the spokes are close to the switch.
Could it be the environmental hazards of rechroming are the reason shops are unwilling to rechrome? Cost of disposal, heavy metal dangers etc?
